Encode AI is a nonprofit organization active on AI safety policy. It is one of two "independent nonprofits," with Guidelight AI Standards, named as giving organizational support to the July 2026 "Pacing the Frontier" statement by employees of frontier AI companies (Pacing the Frontier (statement from employees of frontier AI companies, July 2026)). Its own publications and governance are not held in the source record, and this page records only its appearances in other documents.
Activities
Pacing the Frontier statement. The statement, released July 28, 2026 and signed by 1,178 frontier-laboratory employees at release, asks the U.S. government to support an international effort to develop the technical and governance tools needed to deliberately pace the frontier of automated AI development. Its site states that it "was published by employees of frontier AI companies, with organizational support from two independent nonprofits, Guidelight AI Standards and Encode AI" (Pacing the Frontier (statement from employees of frontier AI companies, July 2026)). See Coordinated slowdown proposals compared.
Legislative endorsement. Encode AI is among the organizations the sponsors list as endorsing the Collaboration on Adversarial Threats and Security Risks Act (S. 5105), introduced July 23, 2026, which exempts from the antitrust laws certain agreements among developers to reduce AI security risks (Source: schiff.senate.gov).
Senate coalition letter. Encode AI is one of 20 organizations, with five individuals, signing the letter of September 16, 2026 led by Americans for Responsible Innovation to Senate Majority Leader John Thune, Minority Leader Chuck Schumer and the Senate. The letter asks that any Senate AI framework "empower the government, not AI companies, to set mandatory, binding, and enforceable safety standards for advanced AI," require auditing that is "both mandatory and conducted independently," and set a federal floor that preserves the states' authority to regulate further (Senate coalition letter on redlines for AI safety legislation (Americans for Responsible Innovation, September 2026)).
