EuroHPC Joint Undertaking

medium confidence · updated 2026-08-31

European Union joint undertaking that procures and operates shared supercomputing capacity for member states, and the vehicle for the AI Factories programme — 19 AI Factories around 12 supercomputers on an €8.2 billion budget running through 2027.

The European High Performance Computing Joint Undertaking (EuroHPC) is the European Union body that procures and operates shared supercomputing capacity on behalf of participating member states. It is the vehicle for the AI Factories programme, which pairs public compute with services intended to make it usable by companies and researchers, and is the principal instrument through which the EU pursues in-region AI compute capacity rather than relying on commercial cloud providers. See Sovereign AI (Product Concept).

AI Factories programme

EuroHPC has established 19 AI Factories around 12 supercomputers, on a budget of €8.2 billion running through 2027 (Source: reuters.com). The programme is co-funded under Digital Europe.

Demand has run ahead of the capacity procured. EuroHPC infrastructure head Evangelos Floros said in August 2026 that "Right now, we have to reject some applications because we cannot satisfy all these demands," and that constraints should ease as further systems come online from late 2026 (Source: reuters.com).

LUMI-AI

On 31 August 2026 the European Union awarded French state-owned Bull a €387.8 million ($449.4 million) contract to build LUMI-AI, the sixth system ordered under the AI Factories programme and Bull's largest order to date. The machine is to be installed alongside the existing LUMI supercomputer in Finland and is expected to become operational in the second half of 2027. Bull will integrate AI chips from AMD, storage from IBM and networking technology from Nokia. The award followed the French state's carve-out of Bull from Atos earlier in 2026 (Source: reuters.com).

The supplier composition is the feature that distinguishes the award from most large AI-compute procurements of the period: the accelerator, storage and networking layers are supplied by AMD, IBM and Nokia rather than by Nvidia, and the integrator is a state-held European vendor.
