Jonas Gahr Støre is the Prime Minister of Norway (A Call for Control of Frontier AI Models (joint statement, September 2026)). In AI policy he is associated with "A Call for Control of Frontier AI Models," the joint statement he launched with Finnish President Alexander Stubb on 21 September 2026.
A Call for Control of Frontier AI Models
Støre is the first-listed signatory of the statement in the Norwegian-hosted PDF. The statement calls on companies to adopt transparent safety protocols including mandatory pre-deployment testing and independent evaluation, on governments and regional organisations to coordinate common standards and share reporting of serious safety incidents, and on UN member states to explore an international institution able to set standards, enable verification and convene states when capability thresholds are crossed. It had 30 signatories from 28 states and the European Commission as of 24 September 2026 (A Call for Control of Frontier AI Models (joint statement, September 2026); A Call for Control of Frontier AI Models (2026)).
In the Norwegian government's launch press release, Støre said that "the leaders of many nations, myself included, are now calling for better oversight of the most advanced AI models," that managing the risks "will require political action, and technology companies must be widely expected to operate responsibly," and that the signatories would take the issue further during the UN General Assembly's high-level week. He also said that "the development of frontier AI models must take place at a pace that enables us to retain control" and that "AI technology must remain under human direction and we must prevent it from being used to do harm" (Source: regjeringen.no). The pacing sentence appears in the press release, not in the statement.
The Wall Street Journal reported on 23 September 2026 that Støre recruited Canadian Prime Minister Mark Carney to the statement by text message, and that Carney replied within ten minutes: "Of course. We're in" (Source: wsj.com).
