DFS as oversight host

DFS has decades of experience pursuing civil penalties against regulated financial-services firms. Its enforcement model centers on regular assessment of regulated entities and civil penalties, in contrast with the incident-response posture of California's Office of Emergency Services, the destination for incident reports under California's SB 53. The two states' enforcement records under their respective frameworks are not yet established.
