Kaitlin Asrow is Acting Superintendent of the New York Department of Financial Services (DFS). Under the RAISE Act chapter amendments signed by Governor Kathy Hochul on December 22, 2025, DFS is to administer frontier-AI oversight through a new Oversight Office that assesses large frontier developers and publishes annual reports.
Role at DFS
As Acting Superintendent, Asrow leads DFS, the New York agency that under the New York RAISE Act chapter amendments is designated to host a new Oversight Office responsible for assessing large frontier AI developers and publishing annual reports. In a statement dated December 22, 2025, Asrow described DFS's prior work on AI in financial services:
"DFS has been a leader in developing rules that are facilitating the responsible adoption of artificial intelligence by financial services companies. DFS looks forward to supporting Governor Hochul's continued efforts to foster innovation and establish standards for the safe development of artificial intelligence models."
DFS as oversight host
DFS has decades of experience pursuing civil penalties against regulated financial-services firms. Its enforcement model centers on regular assessment of regulated entities and civil penalties, in contrast with the incident-response posture of California's Office of Emergency Services, the destination for incident reports under California's SB 53. The two states' enforcement records under their respective frameworks are not yet established.
