U.S.–China AI safety legislation

Liccardo's office announced on September 22, 2026 that Liccardo and Kiley would introduce legislation "to establish U.S.-China coordination on frontier artificial intelligence safety." The outline released with it would direct the Secretary of State to seek negotiations with China toward "a treaty or other binding agreement" regulating frontier AI developers in both countries, focused on loss of control, CBRN weapons and cybersecurity; create a U.S.–China hotline on AI risk; authorize $100 million for a CAISI initiative on international testing and verification standards; allow registered U.S. experts to confer with Chinese counterparts under a safe harbor from antitrust, espionage, FARA, sanctions and export-control laws; and direct Commerce to negotiate on intellectual property compromised by model distillation (Negotiating AI Safety Globally — Liccardo–Kiley outline of U.S.–China frontier AI safety legislation (September 2026)). Punchbowl News described the framework as coming from both members (Source: liccardo.house.gov). See Liccardo–Kiley U.S.–China frontier AI safety negotiations bill (2026).
