Marco A. Rubio is the United States Secretary of State and, concurrently, Assistant to the President for National Security Affairs, the post that heads the National Security Council staff. In AI policy he appears chiefly as a signatory of the administration's AI strategy and as the addressee of congressional letters that seek action through the State Department or the National Security Council.
America's AI Action Plan
The introduction to America's AI Action Plan (July 2025) is signed by Michael J. Kratsios, David O. Sacks and Marco A. Rubio, the last in his capacity as Assistant to the President for National Security Affairs (America's AI Action Plan).
Congressional letters
- Frontier-model access (August 3, 2026). A letter led by Sen. Kirsten Gillibrand and cosigned by Sens. Mark Warner, Mark Kelly, Adam Schiff and Chris Coons was addressed to six administration officials, Rubio as Secretary of State among them. It argued that the administration's "ad hoc and unpredictable approach" to restricting frontier-model access undermines U.S. competitiveness (Senate letter on the Administration's approach to limiting access to advanced AI models (Gillibrand, Warner, Kelly, Schiff, Coons, August 2026)).
- NSC roundtables on frontier AI threats (September 24, 2026). Sen. Todd Young wrote to Rubio as Assistant to the President for National Security Affairs, asking the National Security Council to coordinate recurring roundtables with frontier AI developers, cybersecurity experts, national security and intelligence officials and critical-infrastructure representatives, on five listed topics including known incidents and near misses and voluntary reporting of AI security incidents; the letter also asks for a classified briefing to the Senate Select Committee on Intelligence (Letter from Sen. Todd Young to National Security Advisor Marco Rubio on frontier AI national security threats (September 2026)). Inside AI Policy described the request as asking Rubio to convene the roundtables (Source: insideaipolicy.com).
- Terms for a U.S.–China AI agreement (reported September 25, 2026). After the Trump–Xi talks of September 24, Rep. Ro Khanna set out in a letter to Rubio five provisions he would seek, including global pauses on recursive self-improvement and on superintelligence, shared kill-switch protocols, pre-release audits and inspection regimes. Axios reported the letter; it has not been published and its date is not given (Source: axios.com).
