Mark Zuckerberg is the founder, chairman, and CEO of Meta Platforms (2004–present). A Harvard dropout, he founded Facebook in 2004 and has directed Meta's AI strategy, which centers on the open-weight Llama series of frontier models.

Background

Zuckerberg founded Facebook in 2004 and rebranded the parent company to Meta in 2021. After the metaverse pivot underperformed, Meta shifted capital and attention toward AI from 2023 onward. Under his direction Meta launched Llama 1 in 2023 as an open-weight model, followed by Llama 2, Llama 3 (2024–2025), and Llama 4 (2024–2025). In 2025 he reorganized Meta AI into a unit named "Meta Superintelligence Labs" and recruited staff from OpenAI, DeepMind, and Anthropic. Model pages for the Llama 3 and Llama 4 releases are pending.

Positions on AI policy

Open-source and open weights

Zuckerberg has been a long-standing advocate for open-weight frontier models, framing Llama as the "Linux of AI." He has published defenses of open releases on strategic grounds (commoditizing complements), security grounds (a many-eyes argument), and democratic-access grounds. His position moderated with Llama 4, which carried more conservative release practices and explicit carve-outs in the Llama license, including restrictions on large commercial users. The shift toward stricter licensing on Llama 3 and Llama 4 relative to Llama 2 is a point of reference in the Open-Source AI debate; characterizations of Meta as "fully open" are qualified by the license terms of these recent releases.

During a week of press appearances in late July 2026 he restated the case in acceleration terms. In a Wall Street Journal piece published July 28, 2026 he wrote that "invention, not automation, will be the greatest contribution of superintelligence," that America's "advantage is decentralized and open innovation," and that closing models to keep China from gaining access "will only disadvantage the US and its allies"; he separately told the Financial Times that the United States should not ban Chinese AI (Source: wsj.com; ft.com; businessinsider.com). The argument was published the same day as the "Pacing the Frontier" statement, which took the opposite view on the value of deliberate slowdown and which several Meta AI researchers signed in a personal capacity (Pacing the Frontier (statement from employees of frontier AI companies, July 2026)).

He set out the fullest version of the position on August 10, 2026 in an essay of roughly 6,400 words, "The Future is for Everyone" (The Future is for Everyone (Zuckerberg, August 2026)), published alongside Meta's release of the open-weight Muse Glimmer and a stated plan to release the weights of Muse Spark 1.2. Zuckerberg wrote that "the notion that AI is so dangerous that the only safe path is an extreme concentration of power seems inherently problematic" and called it "surprising" that discourse from many AI developers was "filled with doom." The essay's policy ask is regulatory rather than rhetorical: "foreign labs currently hold several advantages here since American labs have to comply with many additional restrictions on training data," and "U.S. policy must reduce this additional friction if we want American open source models to lead over time." He named data-use and distillation rules as the friction in question and rejected restrictions on access to foreign open-source models. Balance of power as a safety argument

The August 2026 essay organizes Zuckerberg's safety positions around a single claim: that risk is better addressed by distributing capability than by restricting it. He argues that "humanity is not a monoculture," that "there is no technological solution that can align with everyone's opposing interests and values at once," and that any singular system "would have to prioritize some values over others and in the process would be incapable of being benevolent to everyone," concluding that "there is no such thing as a singular benevolent superintelligence" (The Future is for Everyone (Zuckerberg, August 2026)). He illustrates the claim with paired cases — one person with a superintelligent lawyer versus everyone having one, one actor with cybersecurity superintelligence versus universal access — and positions Meta against other developers on the axis, arguing that most labs build for companies, governments or institutions, so that if they lead "the balance of power will favor larger institutions over individuals."

The framing yields three positions that go beyond the openness argument above. On pre-release review, he proposes that "leading labs should provide the government with intermediate training checkpoints of new advanced models and technical staff so the government can harden and secure critical systems against new risks," instead of a fixed review timeline applied in all cases, arguing that any policy slowing American releases "even by a month" risks the US lead (AI Pre-Release Vetting). On alignment, he rejects the framing he attributes to most labs — alignment as "a defensive measure for enforcing a centralized set of values" — in favour of agents that "share a person's goals and values, not our company's," and argues that adoption by billions of people would itself constitute having solved alignment to individuals' interests (AI Alignment). On recursive self-improvement, he argues the activity cannot be paced because "any lab that doesn't let their AI system direct a substantial amount of compute capacity towards recursive self-improvement will inherently fall behind," illustrating the stakes with a system that optimizes its own compute efficiency to "squeeze 100x or more intelligence out of each gigawatt"; his safeguard is that labs and clouds collectively build enough compute that the significant majority can remain directed by people (Recursive Self-Improvement (RSI)). The last position is the direct opposite of the case made by Fist and Khan the previous day and by the IFP report behind it.

He also states a limit on his own authority, writing that "I do not think it is in my, Meta's, or the world's best interests for me or anyone else to be a sole decision-maker on how superintelligence is deployed," and notes that Meta is a founder-controlled company while "the CEOs of all frontier labs currently have extensive authority over model releases."

Regulation

Zuckerberg has been among the industry opponents of California's SB 1047 (vetoed) and of state-level frontier regulation more broadly. He generally favors preemptive federal frameworks over the current state patchwork. Meta's public submissions on EU AI Act general-purpose AI (GPAI) provisions have been critical of the GPAI Code of Practice, characterizing it as overreach.

Safety

Zuckerberg downplays catastrophic-risk framing, a posture closer to that of Yann LeCun, Meta's Chief AI Scientist, than to the framings advanced by Anthropic or OpenAI. Meta is not a signatory of the CAIS extinction-risk statement.

Compute and infrastructure

Zuckerberg has announced hundreds of billions of dollars in AI infrastructure spending through 2026–2028, with a 2025 outlook of more than $60 billion in annual AI capital expenditure. Meta's accumulation of Nvidia H100, H200, and Blackwell accelerators is among the largest in the industry. He has publicly committed to training Llama 5- and Llama 6-class models at frontier scale.
