The Defense Advanced Research Projects Agency (DARPA) is the US Department of Defense's research agency, founded in 1958 as ARPA in response to Sputnik and headquartered in Arlington, Virginia. History of AI funding
DARPA's funding has shaped US AI capacity across successive eras. In the 1960s and 1970s it provided early AI funding to researchers and laboratories including John McCarthy, Marvin Minsky, the Stanford AI Laboratory (SAIL), Carnegie Mellon University, and MIT. The Strategic Computing Initiative (1983–1993) was a roughly $1 billion, decade-long program to build AI and advanced computing for military applications; it produced mixed results but established much of the US high-performance-computing and AI infrastructure. In the 2000s, the DARPA Grand Challenges (2004, 2005, and 2007) staged autonomous-vehicle races that seeded the modern self-driving industry. From 2013 onward, DARPA funded deep-learning research across academia.

DARPA's current AI portfolio spans interpretability, autonomy, robustness, and media forensics:
- Explainable AI (XAI) (2017–2021) — a program to develop AI systems whose decisions humans can interpret; it seeded much of the modern interpretability research community. It is conceptually adjacent to contemporary Mechanistic Interpretability work, though distinct in methodology.
- AI Next Campaign (2018–present) — a $2 billion multi-year investment across dozens of programs in third-wave AI, covering contextual adaptation, reasoning, and security.

Many of the technical concepts that underpin AI governance — interpretability, adversarial robustness, and formal verification — trace to DARPA programs. DARPA serves as an upstream research funder relative to the CDAO, which handles operational adoption of AI within the DoD; the two are often partners on transition programs.
