Canada's Responsible Data Centre Development Principles are a voluntary national framework launched in Toronto on September 3, 2026 by Evan Solomon, Canada's Minister of Artificial Intelligence and Digital Innovation, alongside Tim Tierney, President of the Federation of Canadian Municipalities. The framework sets five expectations for data-centre development and carries 23 industry signatories (Source: canada.ca).
It is described as a nationally recognized baseline that complements provincial, territorial, municipal and Indigenous regulatory processes rather than replacing them — a framing that places it alongside voluntary industry commitments rather than statute. Canada's binding AI legislation remains the ground covered by AIDA.
The five principles
As stated at launch, data centres should:
- Create lasting local benefits.
- Not shift electricity costs to Canadians.
- Minimize water use and environmental impacts.
- Be transparent about local impacts.
- Bring strategic value to Canada.
The second and fourth principles address the two grievances that have driven data-centre opposition elsewhere — electricity-price pass-through to households and the absence of disclosure about local burdens. See Data Center Siting / AI Power Politics, AI Data Centers.
Signatories
Twenty-three organizations signed at launch, including Amazon Web Services, Anthropic, Bell Canada, Cohere, Equinix, Google, Meta, Microsoft, OVHcloud, OpenAI and TELUS (Source: canada.ca). The list spans hyperscale cloud providers, frontier model developers, colocation operators and Canadian telecommunications incumbents.
The framework carries no enforcement mechanism, no compliance reporting requirement and no consequence for a signatory that departs from a principle, none of which is stated in the launch announcement. Its operative effect is a published baseline that municipal and provincial processes can reference.
