Background and motivation
The NIST AI Risk Management Framework 1.0 (January 2023) was designed for static AI deployments — models that produce outputs in response to queries, with human review before consequential actions. The rise of agentic AI systems — models that plan across time horizons, take tool-enabled actions, and operate with reduced human supervision — creates governance gaps the AI RMF was not designed to address.
The AI Agent Standards Initiative is CAISI's umbrella response: extending the post-RMF trajectory specifically to agentic AI without issuing a single new framework. It instead sets a scaffold for multiple RFIs, concept papers, and research projects to run through 2026, feeding into revised guidance and international standards coordination.
Three pillars
Pillar 1: Industry-led standards
Technical convenings and gap analyses feeding into:
- Voluntary guidelines for agentic AI deployment
- US leadership positions in international standards bodies (ISO/IEC JTC 1/SC 42)
- Coordination with NSF and interagency partners
Pillar 2: Community-led open-source protocols
Focus on interoperability and security of the open-source agentic ecosystem:
- Identifying and reducing barriers to interoperable agent protocols, addressing the landscape of emerging agent-to-agent communication standards
- NSF funding of open-source ecosystem work through the Pathways to Enable Secure Open-Source Ecosystems (POSE) program
- Recognition that the Model Context Protocol (MCP) and similar standards need formal governance structures
Pillar 3: Research in agent security and identity
Fundamental research on how to authenticate and authorize agents in multi-agent and human-agent interactions:
- Agent authentication and identity infrastructure

- Coordination with the National Cybersecurity Center of Excellence (NCCoE) on implementation scenarios

The planned AI Agent Test Suite is a standardized evaluation set of scenarios, metrics, and reference datasets. Its structure for agentic AI safety assessments is described as analogous to the role the AI RMF's GOVERN/MAP/MEASURE/MANAGE functions played for static AI.
Relation to the broader standards landscape
The initiative sits alongside other agentic AI standards efforts. ISO/IEC 42001 (management systems for AI) does not specifically address agentic systems. The EU AI Act's obligations for general-purpose AI (GPAI) and high-risk AI apply to agentic systems but provide no specific technical guidance on agent identity, authorization, or multi-agent coordination.
Anthropic's Trustworthy Agents in Practice paper calls for NIST to develop agent benchmarks; the NIST AI Agent Standards Initiative is described as the institutional response to that call.
