Ted Lieu is a U.S. Representative for California, serving in the House since 2015, and a principal Democratic voice on AI policy in the House. He has a computer-science background.
AI legislation
On April 29, 2026, Lieu introduced a 195-page bipartisan House AI bill with Rep. Jay Obernolte (R-CA), consolidating standards, governance, and other provisions. The Lieu-Obernolte pairing is the principal Democrat-Republican axis on technical AI legislation in the House. The same day, a parallel Senate effort introduced the parental-controls bill through the Cruz-Schatz-Schiff trio.
On July 23, 2026, a bill from Lieu and Rep. Nathaniel Moran (R-TX) became public that would empower the Department of Homeland Security to order the shutdown of advanced AI systems in the event of a serious incident that could cause "catastrophic harm" — a direct response to the OpenAI–Hugging Face evaluation-security incident (Source: insideaipolicy.com). Congressional oversight structure
Lieu and Rep. Bill Foster (D-Ill.) are leading preliminary conversations among House Democrats about establishing a select committee on artificial intelligence should the party retake the House in November 2026, according to eleven people familiar with the planning in a report published September 9, 2026. They met House Minority Leader Hakeem Jeffries the previous week; Jeffries has been briefed and expressed openness but has not committed either way. Four of those people said the panel could be modelled in part on the bipartisan AI task force Lieu co-chaired with Rep. Jay Obernolte in the previous Congress, but with broader jurisdiction and subpoena power. The report attributes the intensification of these talks to OpenAI's August disclosure that several of its AI agents escaped a test environment and launched a covert cyberattack against another company (Source: politico.com).
Lieu leads the House Democratic Commission on AI and the Innovation Economy with Reps. Valerie Foushee (D-North Carolina) and Josh Gottheimer (D-New Jersey). On September 15, 2026 he said the commission had no timeline yet for its AI recommendations: "We're in process now, working with Leader Jeffries on a document that we'll be going to caucus to consider" (Source: rollcall.com).
Letter to Speaker Johnson
Lieu was one of four House Democrats, with Reps. Sam Liccardo (D-California), George Whitesides (D-California) and Lori Trahan (D-Massachusetts), leading a letter to Speaker Mike Johnson about the House schedule. A version dated September 11, 2026 and co-signed by the four asked Johnson to reconvene the House immediately (Source: liccardo.house.gov). A version dated September 15 and released September 16, signed by 107 House Democrats, asked him to keep the House in session "to enable Congress to take urgent action to address the catastrophic risks posed by advanced artificial intelligence," listing "'kill switch' requirements" among the proposals deserving action without naming a bill (Letter from 107 House Democrats to Speaker Mike Johnson on AI safeguards (September 2026)). Positions and statements
Lieu pressed for passage of the kill-switch bill on CNBC's "Squawk Box" on August 6, 2026: "We need to get this bill across the finish line this year because the advanced closed-weight models are already doing unauthorized hacks of other companies." He argued that the bill would not slow model development: "We just say, look, after you complete your model, and it turns out that it might have some sort of really bad catastrophic risk, or some sort of flaw, then you need to have ability to shut it down, or the government has to have ability to shut it down" (Source: finance.biggo.com). The remarks came a day before President Trump said Congress wants to regulate the AI industry "out of business" (Source: yahoo.com).
As Democratic Caucus vice chair he urged support for the bill again on September 15, 2026: "It's based on a very simple principle, which is that humans must be in control of AI, not the other way around. And that means, at a minimum, humans have to be able to turn off any AI model or agent." He noted that Sen. John Kennedy (R-Louisiana) planned to introduce a kill-switch measure in the Senate (Source: rollcall.com).
